　　蒼南縣龍港鎮(zhèn)為全國(guó)著名的“農(nóng)民城”，地處溫州南部，位于鰲江入海口南岸，東瀕東海，西接104國(guó)道，是溫州市和浙江省的經(jīng)濟(jì)強(qiáng)鎮(zhèn)，全鎮(zhèn)轄區(qū)面積80.7平方公里，總?cè)丝?8萬(wàn)人。

　　污水處理廠位于龍港鎮(zhèn)東部，濱海大道西側(cè)，松濤路東側(cè)，龍港大道與宜海公路之間，主要服務(wù)蒼南縣龍港鎮(zhèn)、宜山鎮(zhèn)、錢庫(kù)鎮(zhèn)、金鄉(xiāng)鎮(zhèn)和巴曹鎮(zhèn)，服務(wù)人口35.5萬(wàn)人，預(yù)計(jì)2005年污水排放量將達(dá)到 11.5萬(wàn)立方米/d。

　　龍港污水處理廠總占地18公頃。近期規(guī)模按日處理污水6萬(wàn)噸設(shè)計(jì)，遠(yuǎn)期擴(kuò)建為日處理污水 12萬(wàn)噸處理廠。

　　九、財(cái)務(wù)評(píng)價(jià)：

　　污水處理廠項(xiàng)目總投資 7100萬(wàn)元，全部投資（所得稅后）財(cái)務(wù)內(nèi)部收益率約4.3％。

　　十、合作方式和內(nèi)容：獨(dú)資，采用BOT方式招商。

　　十一、項(xiàng)目方可提供的合作條件：

　　政府負(fù)責(zé)環(huán)評(píng)等報(bào)批。工程投產(chǎn)后，政府給予污水處理費(fèi)財(cái)政補(bǔ)助。享受蒼南縣招商引資優(yōu)惠政策待遇。

Background and Construction Condition: Longgang Town is a well-known “Farmer’s City” in China, which is situated in the south of Wenzhou and on the south bank of Aojiang River estuary, facing the East China Sea in the east and adjoining the 104 state highway in the west. The town is the Wenzhou municipal and Zhejiang provincial strongest towns in economy. It covers an area of 80.7 sq. km with a total population of 280,000.

Longgang Sewage Treatment Plant lies in the east of Longgang Town with Binhai Road in the west, Songtao Road in the east and it is between Longgang Road and Yihai Highway. Its service range includes Longgang, Yishan, Qianku, Jinxiang and Bacao Towns in Cangnan County, with a population of service 355,000. It is estimated that by 2005 the sewage draining capacity will reach 115,000 cubic m/d.

7. Progress of the Preparatory Work: The project has been established by the Development and Reform Council of Zhejiang Province for approval.

8. Construction Scale and Target: Longgang Sewage Treatment Plant covers a total ground area of 18 hectare (ha), the disposal capacity: 60,000 TPD (short-term) and 120,000TPD (long-term).

9. Financial Estimation: Total Investment amounts to 71,000,000 yuan with the internal rate of return of the total investment (after income tax) around 4.3%.

Conditions Provided by the Project Sponsor: The government is in charge of the approval of the environment comment, and after the launch of the project, the subsidy will be granted by the government as the sewage treatment cost.
